IN TANZANIA,, Service worsen in public hospitals, patients call for quick end to crisis

The situation in most public hospitals is getting worse as more doctors and other health workers join the strike to press the government to respond to their claims.

A survey conducted by The Guardian in a number of public hospitals found that there were no services for outpatients, forcing those with financial means to seek them in private hospitals.

At Muhimbili National Hospital the situation had worsened as more doctors boycotted work. The only ward where services were continuing was the children’s ward.

Tanzania National Nurses Association (TANNA), Muhimbili branch has given the government up to Monday next week to ensure that it settles the doctors’ claims or else they will join the strike.

Other hospitals which have suspended services included Amana, Mwananyamala, Ocean Road Cancer Institute and Muhimbili Orthopaedic Institute (MOI).

Most patients complained that they have not being attended to since Thursday noting that the situation worsened yesterday as majority of the doctors joined in the strike.

A patient identified as Janeth Kasembe from Masasi in Mtwara Region said she was supposed to be operated on yesterday but the doctor was absent due to the strike.

“I came to the hospital on Monday and I was examined and told to come back today for the operation, but the doctor who was to do the job was not there…I call upon the government to resolve the issue because it is affecting us innocent patients who need the doctors’ services,” Kasembe said.

Rashid Mohamed of Dar es Salaam said that the doctors’ strike has affected many patients citing a sick relative who had not received services since Thursday.

Reached for comments MNH Public Relations Officer Aminieli Algaesha confirmed the reports saying most of the services at the hospital were stalled, adding that only the children’s ward and emergency sections were operating.

Meanwhile, Tanzania National Nurses Association (TANNA), Muhimbili branch chairman Magesa Paul called upon the government to urgently find solution to doctors’ grievances so as to restore normal healthcare services in the country.

Magesa said the government and the Ministry of Health and Social Welfare should settle the doctors’ claims or else they will also join the strike on Monday.

“The two sides must be ready to meet and reach an agreement that will see this problem solved,” said Magesa.

He commended Muhimbili nurses for their tolerance in working without doctors and asked them to be patient until Monday when they will decide on their fate.

The ministry of health on Thursday said that the government was working on the doctors’ demands, citing proposals for higher allowances among other packages which were awaiting approval from higher authorities.

Speaking to journalists, Minister for Health and Social Welfare Dr Haji Mponda said that his ministry has been holding a number of meetings with Medical Association of Tanzania leaders to discuss their demands.

He was speaking as the striking medics rejected an appeal from Prime Minister Mizengo Pinda to meet with their representatives, insisting on meeting him directly.

Dr Mponda pleaded with the striking doctors to recognize the efforts being made by the government and resume work while it works on their claims to save lives of many Tanzanians who need their service.

Migiro leaves UN post

Dr Asha-Rose Migiro is leaving her high profile posting as deputy secretary-general of the United Nations. Having served the UN for five years as the second in command following a surprise appointment in 2007, she is expected home in the next few weeks.

UN Secretary General Ban Ki Moon appointed her upon his election to succeed Dr Kofi Annan, possibly as a reward to Tanzania, which was said to have played a key role in helping the former South Korean foreign minister win the job. Dr Migiro was the first woman to land the post.

A former foreign minister herself, she is leaving at a time when Mr Ki Moon is lining up a new team to carry forward his agenda after he was re-elected last year for a second and final five-year term.

The permanent secretary in the ministry of Foreign Affairs and International Cooperation, Mr John Haule, confirmed the news yesterday. The PS said Dr Migiro’s tour of duty at the New York based UN headquarters was over. “We have not received an official document from the UN, but I’m aware that her tenure is almost ending,” Mr Haule said on the phone. “She also confirmed this development on Thursday.”

The PS noted that the UN was undergoing major reforms that were bound to affect its offices worldwide under the “Delivering as One” programme. “But we at the foreign affairs are not the spokespersons on Dr Migiro,” Mr Haule added.

Separately, a source in Washington told The Citizen yesterday that news of her imminent departure from UN was circulating among close friends and Tanzanians living in the city.

“We have heard that she applied for an extension of her contract,” said one of the sources in an email communication. “But that is likely not going to happen as sources close to her say she is planning to return home.”

Dr Migiro is said to be in the process or organising how one of her children, who is enrolled in school in New York, can complete her studies without interruption.

She was the third deputy secretary-general and the first African woman to hold the prestigious post that was established by the General Assembly at the end of 1997 as part of reforms in the United Nations to help manage secretariat operations and ensure coherence of activities and programmes. The position was also meant to elevate the organisation's profile and leadership in the economic and social spheres.

In his New Year address, Mr Ban said he intended to build a new team that was strong on substance and diverse in composition—what he called “a team that works as one”.

He added: “Leading by example, I have placed priority on mobility, combining fresh perspectives and institutional continuity and synergy.”

With these criteria in mind, he said, he was undertaking a thorough review of the entire team and its management structure.

Main Purpose of the Job:
The main purpose of this job is to manage the procurement function of LVBC/LVEMP II and
to ensure proper procurement is achieved in line with the Commission and Project’s agreed
Procurement Guidelines, Manuals, Rules and Regulations.

Duties and Responsibilities:
1. Maintain and update the database on the status of procurement activities of the
Commission in particularly for LVEMP II.
2. Perform functions as secretary to the Tender Committee.
3. Manage and execute procurement function of the Commission.
4. Supervise the Procurement Assistant.
5. Prepare and facilitate the implementation of the LVEMP II annual procurement plan
in a timely and efficient manner.
6. Procure goods and consultancy services in line with the procurement manual and in
accordance with the World Bank guidelines.
7. Prepare status reports for various stage of each consultancy in accordance with the
World Bank reporting guidelines.
8. Assist in maintaining a procurement registry and data bank.
9. Perform any other duties that may be assigned by the LVBC management from time
to time.

Qualifications and Experience:
i. A Masters degree of business administration or related field.
ii. Member of the chartered institute of purchasing and supply (CIPS)-UK.
iii. At least 5 years experience in World Bank Procurement procedures and familiar
with EAC procurement procedures.

Skills and Competencies:
i. Knowledge in procurement policies, principles and procedures for donors funded
development projects.
ii. Broad working knowledge of computer software systems with the ability to
develop or review Terms of Reference.
iii. Excellent team Player and interpersonal skills.
iv. Excellent communication and analytical skills.

Hali hiyo husababisha moyo kushindwa kusukuma maji kutoka chini kwenda juu, hivyo miguu kuvimba na ugonjwa huo kitaalamu huitwa Oedema.

BASIC FUNCTION OF POSITION

Performs expertly skilled HVAC related installation, troubleshooting and repair type maintenance work on air conditioning systems at the Embassy Compound and at 100 owned or leased residences by USG.

MAJOR DUTIES AND RESPONSIBILITIES:

This position is responsible to install, troubleshoot, diagnose, maintain and repair all Heating/Ventilation and Air conditioning Equipment, air handling equipment, all humidity control equipment, all associated pumping systems, piping systems and control systems, and all electric refrigeration systems at the embassy residences and the embassy compound. Maintains and repairs all systems such as Chillers, Air Handling Units, Air duct working systems, compressors, cooling units, condensers, valves, relays, switches, piping and Freon gas recovery and replacement systems, additionally performs electrical work on the control systems and power supplies. Responds to embassy and or residences during emergencies and trouble reports and corrects problems encountered with minimal help and supervision. Identify all required parts, materials supplies, inputs these into the procurement systems and estimates his/her projects or repairs completely. Plans and schedules work load in conjunction with Supervisor.

Duties include performing Monthly prevention maintenance inspections , examination and surveys of equipment and prepare reports on the condition of equipment with recommendations on repair or replacement work required. BASIC FUNCTION OF POSITION

The incumbent assists the Community Liaison Officer (CLO) in developing and maintaining key contacts and managing information that benefit the morale and welfare of the entire mission and serves as the main point of contact for all CLO-organized activities within the Embassy, around the country and throughout the region. Incumbent will assist CLO in promoting and implementing cross-cultural activities, providing expert advice on Tanzanian culture and language to the mission staff and their family members and assist in all CLO trips and social functions.

The employee assists the CLO in development, implementation and administration of all cultural and social activities of the Community Liaison Office (Fall Newcomers’ Orientation, US Embassy Halloween Party, CLO trips, etc.) Acts as the liaison between the mission and members of the host government, cultural and social organizations participating in or hosting events for the benefit of our community. Assist the CLO in implementing and executing all events organized through the CLO, including researching and negotiating special offers, resolving potential problems and overseeing all aspects of the actual trips or functions.

Maintains working relationship with all Embassy sections, FSN Association, and other interest or community organizations within the Mission. Is a liaison between CLO and GSO warehouse FSN staff for event support and with local vendors including printing house, publishers, nursery, and travel agents for CLO related activities.

Serves as editor of Mission’s Newsletter. Prepares welcome packages for new officers and visitors, check-in briefing packages for new officers, orders supplies, processes vehicle requests, designing and distributing posters, etc.

Education: University degree in Social Science or Public Relations is required.

Prior Work Experience: At least two years of experience in event planning and management or travel and tourism fields, with an emphasis on group travel, and large scale event planning.

Child is taking care for his Mothers Child for His Mothers Sick at Muhimnili Hospital


No one regrets the birth, many have been pleased with
expecting a good life, but the child Mustapha Ali (12) (pictured) has
been different.

The child, who is a resident of Mtoni Mtongani Temeke District, in
Dar es Salaam, who studied standard six is the first baby born in
their families and is now faced with the burden of having nurse a sick person and taking care of the twins, and Ramadan Swaumu aged eight months.

These children have been admitted at Muhimbili National Hospital and child
Mustapha has promised to take care of his mother until she recover.

Mustapha, has left the role  of nurse his mother who is sick after their father He died.


"Father had been engaged in the work of laborers and mother of his work is
street selling vegetables. They enable us to make ends meet, for each
day and pay the rent.





Hakuna mtu anayejutia kuzaliwa, wengi wamekuwa wakifurahia huku wakitegemea maisha mazuri lakini kwa mtoto Mustapha Ali (12) (pichani) imekuwa ni tofauti.

Mtoto huyo ambaye ni mkazi wa Mtoni Mtongani Wilaya ya Temeke, jijini Dar es Salaam anayesoma darasa la sita ni wa kwanza kuzaliwa katika familia yao na kwa sasa anakabiliwa na mzigo wa kuwauguza wadogo zake mapacha, Swaumu na Ramadhani wenye umri wa miezi nane.

Watoto hao wamelazwa katika Hospitali ya Taifa ya Muhimbili na mtoto Mustapha ameahidi kuwa atawauguza wadogo zake hadi wapone.

Mustapha, amebaki na jukumu hilo baada ya mama yao aliyekuwa akiwauguza wadogo zake kuugua na kwa sasa yupo mahututi, wakati baba yao alishafariki dunia.

Mtoto huyo anayewauguza wadogo zake katika wadi ya watoto, Makuti B, wiki iliyopita alizungumza na mwandishi wetu na alikuwa na haya ya kusema:

“Maisha yamebadilika ghafla na kuwa mabaya hasa baada ya baba kufariki dunia nikiwa na miaka minne.

“Baba alikuwa akijishughulisha na kazi za vibarua na mama kazi yake ni kuuza mboga mitaani. Kazi hizo zilituwezesha kupata mahitaji ya kila siku na kulipa kodi ya nyumba.

“Mwaka 2007 baba alifariki dunia tukabaki na mama ambaye aliendelea na shughuli na biashara yake. Alikuwa akifanya kazi hiyo bila kupumzika, mzigo wa maisha ulimlemea, nikakatisha kwenda shule nikawa nabaki nyumbani kumsaidia.

“Kufuatia kifo cha baba, muda mwingi mama alionekana mnyonge na aliyejaa mawazo mengi kutokana na kazi ngumu, wakati mwingine alikuwa akitokwa machozi.

“Mwaka juzi mama alipigiwa simu na kuambiwa kuwa bibi anaumwa huko Kigoma na hana mtu wa kumuuguza, ilimbidi aende hata hivyo, hakupona alifia mikononi mwake na baada ya mazishi alirejea Dar na kukuta kodi ya nyumba imeisha.

“Licha ya kusumbuliwa na maradhi, aliendelea na biashara yake kwani hakukuwa na mtu wa kumtegemea, alikuwa akiniambia bila kwenda kwenye shughuli hizo, tungekufa na njaa.

“Mama alianza kuchanganyikiwa kimawazo pale Swaumu na Ramadhan walipoanza kuumwa, alikuwa haendi kuuza mboga. “Maisha yalikuwa ni magumu, tulikuwa tukisaidiwa chakula na wasamaria wema wakati mwingne tulishindia uji.

“Hali za kiafya za wadogo zangu hawa (akiwaonyesha kwa mwandishi), zilianza kuwa mbaya na mama akawa hana fedha za kuwapeleka hospitali.

“Novemba 11, mwaka jana aliamua kuwaleta hapa Muhimbili akiwa hana fedha.
“Alimweleza daktari matatizo yaliyokuwa yakitukabili kiafya na kiuchumi ndipo wadogo zangu walipokolewa na kuanzishiwa matibabu.

“Wadogo zangu walilazwa hapa mimi nilirudi nyumbani na majirani wakawa wanapika huko kwao na kunipa mimi nikawa namletea mama hapa hospitali.

“Niliendelea na zoezi hilo kila siku, nikashindwa kwenda shule lakini niliamini kuwa ipo siku wadogo zangu wangepona nami ningeendelea na masomo.

“Hali ya mama ilizidi kuwa mbaya kuliko hata wadogo zangu akawa anapatiwa, afya yake ilizidi kudhoofu daktari akashauri apewe dawa za kutumia akiwa nyumbani, akarudi nyumbani.

“Hakukuwa na ndugu wa kubaki na wadogo zangu hospitalini, hivyo nikaamua niwauguze, nimekuwa nikilala nao kitanda kimoja.

“Kinachonihuzunisha ni kwamba, sielewi mama anaendeleaje na jambo lingine linaloniumiza kichwa ni
kwamba kodi ya nyumba imekwisha mwezi uliopita, sijui tutapata wapi fedha katika hali hii!.

“Mama hana nguvu tena ya kujishughulisha, hatuna ndugu wa kumwangalia ningekuwa na uwezo ningempeleka kwetu Kigoma.

“Nina mawazo mengi kwani hata kama akipatikana mtu wa kubaki na wadogo zangu hapa hospitalini nitaendaje shule? Sina viatu, nguo na madaftari nitaishi wapi na nitakula nini?

“Hata wadogo zangu hawana nguo na mahitaji mengine muhimu.Tunaomba mtu yeyote mwenye huruma atusaidie kutulipia kodi ya nyumba, chakula na nguo ili tuweze kujinusuru na hali ngumu inayotukabili,” alisema mtoto Mustapha huku akitokwa machozi.
